The enterprise must be registered with the SMEs Development Authority.
• The headquarters of the enterprise must be located within Oman.
• The enterprise must not be a subsidiary or branch of a large establishment.
• The enterprise must not have acquired an Entrepreneurship Card in the two years preceding the application date and subsequently surrendered it.
• The owner of the enterprise for which the Entrepreneurship Card is being sought must not have previously acquired another Entrepreneurship Card owned by them or by an enterprise in which they are a partner in the past two years.
• The enterprise must be wholly owned by Omani individuals solely dedicated to management of the enterprise. With the exception of retired owners, they must be registered with the Public Authority for Social Insurance. If the enterprise is registered as a company, one person must be a full-time employee for the enterprise to obtain the card, and they must own 50% or more of the company stock.
The owner(s) of the establishment must not be otherwise employed, and must be registered with the Public Authority for Social Insurance as employers. The registration requirement does not apply for owners who are retired or over sixty years old.
An Entrepreneurship Card may be issued for government employees benefiting from Ministerial Decision No. 2/2016 on regulations regarding permitting government employees to be discharged from work to establish or manage private enterprises, issued by the Ministry of Labor. They may only receive the card during the benefit period granted by this decision.
